Approval recommended to end council tax breaks on empty homes

A recommendation to end the current council tax break for owners of empty properties in Liverpool will be debated at today’s (13 January) city council meeting.

It is believed the removal of the policy could generate an extra £2.1 million in council tax revenue each year.

Liverpool City Council currently operates a permanent 20% council tax discount on empty furnished property and a two-month 100% discount on empty unfurnished properties.

It has been recommended that both tax discounts be removed starting from 1 April 2016.

The report states that meetings have been held with representatives of advice agencies through the Customer Forum and the Landlord Advisory Panel.

A presentation of the proposed changes was provided at both meetings with most attendees making no comment on the proposals, although two landlords did raise a concern that the changes may “encourage landlords in not improving their properties at the end of a tenancy to save time before renting it out again.”
