Plans to limit the number of houses in multiple occupancy (HMO) in parts of Liverpool have been revealed.

Liverpool City Council’s cabinet is expected to approve the new policy which will target areas with high levels of HMOs including roads surrounding Smithdown and Ullet Road.

The ‘HMO Strategy’ plans to give the council greater powers “to influence and limit” new HMOs and to buy up and refurbish housing which it believes is “in danger of unsuitable HMO conversion”.

The report singles out ‘the Dales’ roads off Smithdown Road, as well as parts of Sefton Park and Kensington, as areas where the concentration of HMOs is “considerably above city average levels” and is “adversely affecting the quality of life for local residents through anti-social behaviour and properties not being maintained”.

The strategy points to a growth in Liverpool’s student population and a profitably of investment in private rented housing, alongside government welfare reforms and migration amongst the factors which have contributed to an increase in the city’s HMO stock.

The council’s cabinet will discuss the plans, which are recommended for approval, at a meeting this Friday (21 April).
