Liverpool City Council’s cabinet has approved plans to bring Stonebridge Cross to market as a major employment-led mixed-use development, “unlocking one of the city’s largest remaining regeneration opportunities”.

The decision gives officers delegated authority to appoint a specialist marketing agent and begin the process of securing a development partner to deliver a comprehensive masterplan for the 55-acre council-owned site on the East Lancashire Road (A580).

Stonebridge Cross has long been identified as a strategic development site and has the potential to deliver significant new employment space, around 220 homes, local jobs and wider regeneration benefits for Croxteth and neighbouring communities.

The approved approach reflects updated planning policy, market testing and employment land evidence, which demonstrated strong demand for modern industrial, manufacturing and logistics development. The council agreed that the site should be marketed on an employment-led basis, with an indicative 70 per cent employment and 30 per cent residential split.

The employment element is expected to attract a mix of industrial, logistics and manufacturing businesses, creating accessible local jobs and supporting Liverpool’s economic growth ambitions. The residential component is anticipated to deliver a mix of homes, including affordable housing, helping to meet housing need while supporting the creation of a sustainable new neighbourhood.

The council’s preferred approach is for the entire site to be delivered through a comprehensive masterplan that integrates homes, jobs, environmental improvements and stronger links to local services and facilities.

The site will now be marketed nationally through a specialist agent, with bids assessed against a framework that considers employment creation, housing delivery, design quality, social value, environmental performance and overall public benefit.

The council expects the development to unlock significant regeneration outcomes, including jobs and investment in the local area, as well a substantial capital receipt, future business rates and council tax income – while helping to deliver broader regeneration outcomes through private sector investment.

“The site has a strategically important role to play in meeting demand for high-quality employment land while also supporting housing delivery and wider regeneration benefits for local communities.

“We want development proposals that deliver genuine social value, create opportunities for local people and contribute to a thriving, sustainable future for the area.”
