A patch of land opposite the Bombed Out Church that has lain empty for 20 years could be turned into student flats, according to a new planning application.

A developer wants to build a five-storey block at 19-33 Leece Street comprising 129 student apartments, communal student areas and ground floor retail space. Millhouse Group also want to create a private courtyard at the site if the application is approved.

Architect HLP has been involved with the site for 10 years and has had two previous applications approved for the site. However, the involvement of Millhouse Group has led to a new plan. According to the application: “In March 2014 (The Millhouse Group) approached the owners of the site (messers A.A, A.R & N Hayel) with a view to taking over the development of the site. Following interview, The Millhouse Group commissioned HLP to review the design of the site taking into account a revised brief which reflects a long term sustainable development.”

The previous building was demolished in 1995 and planning permission was granted for a mixed-use development comprising 27 flats, 85 student bed spaces and a ground floor wine bar but the economic downturn stalled the project. Architect HLP submitted a modified application for 46 residential apartments, retail and commercial space in 2008 and again in 2014 for the site.

The new plans removes the need for lower basement parking and added the en suite student rooms in place of the residential apartments. An extra floor of student rooms has been added to the designs and the façade has been remodelled compared to previous applications.
