Liverpool’s flagship Pall Mall development has taken a major step forward, with Liverpool City Council and Kier Property selecting VINCI Construction as the design and build partner, following a two-stage tender process.
The appointment marks the next phase of progress for Pall Mall, following the announcement by Chancellor Rachel Reeves at UKREiiF in May that government backing would help unlock key regeneration schemes in Liverpool city centre through the Liverpool City Region Combined Authority’s £2bn Investment Fund.
Pall Mall was identified as one of the priority projects, supporting the government’s focus on city densification and a brownfield-first approach to growth.
The appointment marks an important milestone for the Pall Mall scheme, which will deliver a “high-quality, net zero carbon-enabled” office space alongside ground-floor retail and a new 0.5 acre greenspace.
The announcement of VINCI will be highlighted at an Imagine Liverpool Board event hosted by Mayor Steve Rotheram and Councillor Liam Robinson in central London, bringing together senior leaders from across investment, development and regeneration.
Taking place at NLA – The London Centre, Aldermanbury, the event will showcase Liverpool’s next phase of growth, providing insight into the city’s priority development opportunities and pipeline, and offering direct engagement with city leadership and delivery partners.
The Imagine Liverpool Board brings together senior figures from Liverpool City Council, the Liverpool City Region Combined Authority and key public and private sector partners to drive forward major investment opportunities and regeneration projects across the city.
The event marks an important opportunity to connect with investors and partners, while demonstrating the progress being made on key schemes, including Pall Mall, as Liverpool continues to build momentum.
Liverpool City Council is working with Kier Property to bring forward the first phase of the scheme, which forms part of a wider masterplan set to transform the Pall Mall area into a modern commercial destination and support long-term economic growth.
Further detail on the next stage of the project will follow in due course.

Councillor Liam Robinson, Leader of Liverpool City Council, said: “Pall Mall is a transformational opportunity for Liverpool and a key part of our ambition to deliver the high-quality commercial space needed to support a modern, growing economy.
“It’s fantastic to be able to showcase the progress being made at Imagine Liverpool, bringing partners together and demonstrating the strength of our shared commitment to delivering this important development.
“This scheme will play a major role in attracting new businesses, supporting job creation and reinforcing Liverpool’s position as a leading destination for investment.”
Mark Robinson, senior development director for Kier Property, adds: “Seeing this scheme move forward in partnership with Liverpool City Council is a significant achievement and a testament to the strength of our shared vision for Liverpool’s future.
“We are proud to continue working together to bring forward an exciting and transformative development that will help establish this scheme as Liverpool’s premier commercial destination. By creating a vibrant place for businesses, investment and innovation, we are supporting long-term economic growth and delivering lasting benefits for the city, its communities and future generations.”
Gary Hughes, regional director for VINCI Building, adds: “We’re delighted to be involved in the Pall Mall regeneration project, having been appointed as preferred bidder for the scheme. This represents a transformative investment in Liverpool’s Commercial Business District.
“Being based within the Liverpool City Region, we’re proud to bring the strength of our regional presence to the scheme through our skilled workforce, established local supply chain and strong long-standing connections across Merseyside.
“This will certainly enable us to deliver meaningful social and economic value alongside high-quality, sustainable development that reflects the city’s ambition and growth.”
Patrick Nolan, Chair of the Imagine Liverpool Board, adds: “Pall Mall is a critical priority for Liverpool and one the Imagine Liverpool Board has strongly supported and advocated for over the past year.
“It is a vital scheme in addressing the city’s need for high-quality commercial space and in strengthening its ability to attract investment, businesses and talent.
“We are delighted to see this level of progress, with the appointment of Vinci Construction marking a significant step forward. It demonstrates real momentum behind the project and reflects the city and city region’s clear ambition to accelerate growth, create jobs and deliver at scale.”
